The Ecumenical Order of St Francis (TOR), under the protection of the Australian Church of Antioch, was founded in 1991 by Brother Paul Francis (eosf) (Bishop Glenn Taylor), when the first Bishop protector, Bishop P.K Newell received him into Temporary Vows.

The Order is a Community for single or married men and women of any sexual persuasion or race of any Catholic Apostolic Church, and live by the "Rule of the Brothers and Sisters of the Ecumenical Order or St Francis (TOR) which is based on the rule of the “Third Order Regular of St Francis". 

They have an inquiry period of three to six months before an Aspirant is officially received as a Postulant. After a period of six months, the Postulant then enters the Novitiate for two years before being received into Temporary Vows for two years before the Minister General or Bishop Protector receives the Brothers or Sisters into Solemn Vows. Their Vows are Simplicity of Life, Poverty of Spirit, Obedience and Fidelity.

They wear the traditional brown habit with a black scapular. (Novices wear a white scapular).

They also have a Secular order called the Ecumenical Franciscan Oblates of Penitence,  and Associates and Friends of the Community.
